1. A valid driver's license from a country that participates in the International Driving Permit (IDP) program
2. At least eighteen years of age
3. Must be able to pass a physical examination and have no felony convictions within three years prior to applying for HPD certification
4. Ability to read, write, and understand basic English language instructions
5. Possession of heavy-duty truck driving equipment such as mirrors, brakes, steering wheel controls
