There are two ways that foreign lawyers may obtain Maltese licensure: through an endorsement or conversion process.
In endorsement proceedings, a lawyer seeking Maltese licensure will submit proof of their qualifications from their home jurisdiction and undergo an interview with the LPC's board of directors. If approved, they will be issued a certificate authorizing them to practice law in Malta under the name "LLP." This process can take up to six months; however, there is no fee involved for either side.
Conversion proceedings involve submitting all documentation required for Maltese licensure directly to the LPC without first going through an endorsing body; this option is usually only available if a lawyer already holds valid licenses from another EU country or territory. Although conversion procedures are faster than endorsement procedures – typically taking around three weeks – there is no guarantee that approval will be granted due to higher standards applied by the council relative to other jurisdictions.[1]
